It sounds good on the surface, and the intentions of some organizations may be good, but my understanding is that this approach both eliminates the guarantee of vacation and the associated financial liability.  From an article in Time: "Wiping away the average vacation liability saves companies $1,898 per employee, according to research from Project:Time Off.
